Accept an ownership offer

The recipient accepts the offer and becomes the team’s owner; the owner who made it becomes an admin. Refused unless the caller is the recipient, the offer is still pending and unexpired, its maker is still an owner, the caller is still an admin or member, and the team is not suspended. Signed-in people only: API keys and agent tokens are refused.
