Records that this person has seen everything published up to the given timestamp, which is what clears the unread count on the bell. Monotonic: an earlier timestamp than the one already stored is ignored rather than rewinding the watermark. A timestamp more than five minutes into the future is refused, because accepting it would silently mark notices published later today as already read.
