Hides a notice for this person in this team. Dismissal is per person and per team: the same person in another team still sees it, because the announcement is about that team’s account. The first dismissal stands, so repeating the call is a no-op rather than a rewrite. A key the caller cannot see is a 404, whether it is unknown, expired, not published yet, or above their role.
