Lifts a schedule paused after repeated failures (DEP-247): the failure window moves to now, so earlier failures stop counting, and the next run is recomputed from now. A schedule that is not paused is returned unchanged. A schedule paused by the plan’s limits cannot be resumed here (409 SCHEDULE_PAUSED_BY_PLAN); it resumes on its own once the plan allows it. The plan’s limits are checked after the resume: a schedule the plan no longer allows (after a downgrade) is answered 200 with the schedule paused again, pause_reason plan_limit.
