Resend the team address confirmation

Mails a fresh confirmation link to the address awaiting confirmation. Answers 202 whether or not a mail went out: nothing pending, the one-hour cooldown and every cap all look the same. Only a server error (the team could not be read, or the mail service is not configured) answers otherwise. Admin only, and the caller’s own email must be confirmed.
